Toggle on for effect.  Leave off for first (Tutorial) mission.

Unlimited Armor Mods:
Toggle on and while active, if you have an item you want to equip on multiple characters, but you don't have enough of it, while this is active you can place on multiple characters, and you will end up with more of the item when you place it.

Game Speed:
Toggle on to affect game speed.
