Como o game não existe mais para compra em lugar nenhum, você pode tentar usar o Hydra Launcher. Mas já vi que nem lá tem, também. Então ta meio complicado de se achar algo.

Outra coisa, por se tratar um game antigo, a única forma de encontrar e baixar ele é via pirataria, mas quero ressaltar que NÃO incentivamos essa prática aqui. Por se tratar de um game/software antigo hoje ele já virou um software público.

Achei esse site diretamente da rockstar, onde você pode baixar o GTA 1 e GTA 2
